Rates

As with water, telephony and gas, for heat you pay not only a standing charge or subscription, but also for consumption. Since you cannot choose who you take your heat and cold from, it is important that the price is arrived at carefully.

From 1 January 2014, the Warmtewet came into force for this purpose. The Authority Consumer and Market (ACM) oversees the supply of heat and sets maximum rates by 1 January each year.

In general

BuitenStadEnergie's sustainable energy system has several advantages. For example, you can do without a central heating boiler, water heater or geyser. This saves noise and space. You will also not have to deal with unexpected expenses for maintenance, repair or replacement. And of course, you benefit from a pleasant indoor climate in summer and winter. Heating your home with our sustainable energy system does not require burning gas. Nor do you need to take any additional measures to cool your home. This reduces emissions of harmful greenhouse gases such as CO2. Therefore, your energy system from BuitenStadEnergie is very environmentally friendly. Yet, on average, you will not pay more for your heat than if you would have had a gas connection.

The price of heat

The energy bill is an important part of the monthly costs for almost everyone. This applies to electricity and gas, but also to heating and cooling. In your case, there is only one regular producer and supplier who supplies the heat to you, BuitenStadEnergie. This means that there is no price competition, which is why it is important that the price is established carefully. To this end, the Warmth Act came into force on 1 January 2014. The Authority for Consumers & Markets (ACM) supervises the supply of heat and sets the tariffs before 1 January each year.

The ACM heat tariffs are based on all the costs that a consumer would have to incur to obtain the same heat with a gas connection. As the supply of heat will require electric cooking, the ACM has also included the additional costs of this in the tariff methodology. This so-called 'no more than the other' principle does not apply in all cases. The choice was made to base the maximum price on an average consumer. An average gas consumer is someone with a G6 meter and a combined boiler with HR107 label with comfort class CW4 for hot tap water. In addition, various things have been determined in advance, such as pipe losses, efficiencies for space heating and hot tap water, and the distribution of the heat demand in this case. These may differ from the average consumer for each individual situation, but the rates set by the government/legislator are considered to be the most fair.

The not-more-than-other rate, the maximum price, for the supply of heat consists of a fixed amount (VKw) and an amount per gigajoule of heat consumed (Pw). The maximum price is valid for the whole year and does not change in the interim. A maximum price is also set for the rental of the delivery set, for the metering tariff and for the cold fixed charge.

Cooling

With BuitenStadEnergie, you only pay a standing charge for cooling and consumption is free. The amount of the standing charge for cooling is set by the developer/landlord of your property in consultation with BuitenStadEnergie. As a result, there is also a certain correlation with the purchase-lease price of your property. We consider the standing charge for cooling to be a realistic fee for the periodic provision of cooling. This standing charge for cold is included in the standing charge item for the Metering and Diverter Set.

More on the Heat Act

On the consumer site Consuwijzer read more about the Warmtewet and tariffs. On this website and on the website of the ACMyou can read more about the compensation fee. This compensation is set by ministerial regulation and comes into effect in the event of a serious failure in the supply of heat and on refund schemes if the goods and services provided do not meet the agreed quality requirements. The compensation compensation then relates to the heat in the heat network where individual failures, caused, for example, by a malfunction/defect in the delivery system not covered by the Heat Act, are excluded from this.

On this website from BuitenStadEnergie (www.buitenstadenergie.nl), the new tariff sheet applicable to you is published annually. It can be found at the top of this page. The tariffs are based on the tariffs set by the ACM for 1 January. The tariffs that have not been set by the ACM, for example the standing charge for cooling, any surcharges and other costs mentioned on the tariff sheet, will be indexed annually based on the consumer price index (CPI). This CPI for the relevant year is also provided by the ACM.

Advance and final settlement

We charge you a monthly advance. This advance payment consists of the fixed costs (standing charge) and estimated consumption costs. Your consumption depends on many factors. It is therefore impossible for BuitenStadEnergie to accurately estimate your consumption straight away. For newly delivered homes, extra consumption must also be taken into account because there is still 'building moisture' in the home that needs to dry out. It is possible that windfalls or setbacks occur in your final settlement due to incorrectly estimated consumption. Therefore, you cannot hold BuitenStadEnergie responsible if we have estimated your consumption incorrectly.

Once a year, you will receive a final bill based on your actual consumption and the rates applicable for the relevant period.

  1. Did you pay too much with the monthly advance? Then you will get money back.
  2. Did you pay too little? Then you have to pay extra.

You will receive the final bill automatically. If you move, you will receive an interim final bill. The final statement is also the base for a possible adjusted advance proposal for the next period. It is up to you to make use of this or to choose your own advance amount. BuitenStadEnergie's rate sheet shows a suggested advance amount based on an average situation.
